What is SUN-REBATTERY Association?

SUN RE - BATTERY ASSOCIATION is a Collective Extended Producer Responsibility System (SCRAP) for batteries and accumulators, established with the commitment and support of entities that are considered producers  as defined in Article 2. Ac) of Law 7/2022, of 8 April, on waste and contaminated soil for a circular economy.

SUN RE - BATTERY is an entity authorised at NATIONAL LEVEL as an SCRAP for Batteries, Accumulators and Batteries by the Ministry of Ecological Transition and Demographic Challenge with National Authorisation Code 22/SCR/CV.

The SUN RE - BATTERY ASSOCIATION is constituted with the support and commitment of the product manufacturers affiliated with the SUNREUSE ASSOCIATION and is authorised at NATIONAL LEVEL as a WEEE SCRAP by the Ministry of Ecological Transition and Demographic Challenge.

European database EPREL

European database EPREL

SUNREUSE asociation and the Technological Institute (AIDIMME) collaborate to provide technical support to companies in the Electrical and Electronic Equipment sector (EEE) to include their products in the European database EPREL (European Product Database for Energy Labelling) The Ministry for Ecological Transition and Demographic Challenge (MITECO) brought the new energy labelling for Lighting sources (mainly bulbs and lamps) into force from September 1, 2021, later modified to adapt the energy efficiency classification to the new consumption testing methods for these appliances. On March 1, 2020, this new label began to be applied to five families of electrical products (refrigerators, freezers and wine bars, washing and drying machines, dishwashers and electronic displays), both in physical stores and online. But from September 1, 2020, the new label also came into force for lighting. The new labelling of electrical products eliminates the energy classes A+, A++ and A+++, returning to a classification scale that goes from A to G, thereby keeping seven different categories (A is assigned to products with lower consumption and higher energy efficiency, and G to products with higher consumption and lower energy efficiency.) The new labels will also include an exclusive QR code so that the consumer can access the features and specific data for each model in a new Europe-wide database called EPREL (European Product Database for Energy Labelling) through their smartphone. To facilitate the transition between current and new SCRAP WEEE procedures, SUNREUSE, in collaboration with AIDIMME, , offers advice to companies in the Electrical and Electronic Equipment (EEE) sector to help them comply with the new requirements. During consultation SUNREUSE proceeds with what is called the "Accompanying Phase”, to register the company with EPREL  and the products with the File Upload / UI / System to System or Equivalent Model registration methods, with all the required technical information  thereby registered in the system. As a Technological Institute AIDIMME, provides the general product description, harmonised standards reference, specific precautions to be taken into account, technical parameter measurements, calculations, and conditions based on the new testing methods.

Who should register with the RII-PYA?

All manufacturers of batteries and accumulators, importers, as well as distributors in certain cases must register in this Registry of Batteries and Accumulators.
 

What types of producers are there?

In the Royal Decree of batteries and accumulators 106/2008, regardless of whether it is a natural or legal person, the following types of producers are distinguished:
  • Manufacturer: manufactures in Spain (unless it manufactures for third parties under the brand of another company, in which case the latter may, by agreement between the parties, assume the status of producer).
  • White label seller: own brand or distribution brand. You can assume the condition of producer of the batteries and/or accumulators that you sell, even if they are manufactured in Spain by another company in your name.
  • Importer: imports batteries and/or accumulators from a Member State of the European Union or from a third country for sale in Spain.
  • Distributor: if you import batteries and/or accumulators that you sell, you become a producer (importer) in relation to those batteries and/or accumulators. If all the batteries and/or accumulators that it sells have been purchased from manufacturers or importers that are already producers in Spain, the distributor is not a producer.
  • Remote seller: if you are established outside of Spain and sell batteries and/or accumulators by means of distance communication directly to private households or professional users in Spain, you are a producer.
[Note: it is also valid if you are established in Spain and fall into any of the above cases. For example, if you import batteries and/or accumulators to sell them at a distance over the Internet, you would be an importer].

In all these cases, the producer must register and declare his condition as a producer.

What type of batteries and accumulators does the regulation affect?

It affects all types of batteries, accumulators and batteries, regardless of their shape, volume, weight, composition or use:
  • Portable
  • Automotive
  • Industrial Light Transport
  • Electric Vehicles
It includes batteries, accumulators and batteries from vehicles at the end of their useful life and also electrical and electronic equipment. The only exceptions are cells, accumulators and batteries used in equipment designed for military purposes or intended to be sent into space.

How to obtain the certificate of Registration in the Registry of Batteries and Accumulators?

The producer may obtain the registration certificate in the Batteries and Accumulators Registry, through the website of the Ministry of Economy, Industry and Competitiveness, in the user area.
 

What obligations does a producer have that incorporates non-removable batteries and/or accumulators in their electrical and/or electronic devices?

The placing of batteries on the market is carried out considering the national regulations for batteries and accumulators (Royal Decree 106/2008, of February 1, on batteries and accumulators and the Environmental management of their waste, modified by Royal Decree 710/2015, of July 24).

These Royal Decrees affect all the batteries and accumulators included in EEE, regardless of whether or not they can be extracted from them.

In any case, the producer who places batteries and/or accumulators on the national market for the first time, whether or not they are incorporated into electrical and/or electronic devices, must be registered with the RII-PYA regardless of the reporting channel used and declare the quantities put on the market.
